PERSONAL QUALITIES OF PUBLIC RELATIONS OFFICER
A public relation officer will certainly do some writing. She is almost bound to have to prepare press releases and has to write some articles. She will have to draft letters and draw up reports for his clients. If employed by a large firm he may be asked to write a speech for his chairman, to edit house journals, or to write company brochures or sales literature.
A good Public Relations officer has the ability to marshal facts to summarize the important points and then to express himself clearly in both writing and speech. Her standard of integrity is high. Her facts are people's eyes. She must be able to gain people's confidence, which comes from an understanding of human nature and the imaginative ability to put sense and enthusiasm for the job.
Chuo Kikuu Muhimbili nao wasimamisha wanafunzi 66

Tanzania Celebrates 50 Yrs Anniversary with Queries
The Citizen: By Polycarp Machira
11 December 2011 - Dar es Salaam
Questions are being asked following the conspicuous absence of four East African Community (EAC) heads of state from celebrations to commemorate the 50th independence anniversary of fellow member Tanzania in Dar es Salaam on Friday.
Observers are puzzled over whether the absence was a normal occurrence or a big snub to the country, and specifically its leader, President Jakaya Kikwete.
Withholding the gesture has raised speculations, considering, especially, that, unlike relatively lighter events like witnessing the installation of a president after an election or re-election, Tanzania was marking 50 long years of nationhood. Plus, there has been nothing to suggest that any of the presidents in the neighbourhood had travelled abroad, or had been tied up by too hugely taxing domestic commitments, to spare a day or two off to give a close neighbour company at the latter's momentous event.
President Kikwete's colleagues in the EAC are Mr Mwai Kibaki (Kenya ), Yoweri Museveni (Uganda ), Paul Kagame (Rwanda ) and Pierre Nkurunziza of Burundi.Out of 14 Presidents who were reportedly invited to attend the golden jubilee, only five turned up but they were mainly drawn from the South Africa Development Corporation block, of which Tanzania is a member.
The guest presidents were Namibia 's Mr Hifikepunye Pohamba, Armando Guebuza of Mozambique , Bingu wa Mutharika of Malawi, Mohamed Ould Abdel Aziz of Mauritania and Ikililou Dhoinine of Comoros . Kenya and Burundi sent their Vice Presidents Mr Kalonzo Musyoka and Mr Therence Simunguruza respectively, while Uganda and Rwanda were represented by Prime Ministers Messers Amama Mbabazi and Bernald Makuza, respectively.
A majority of them appeared to suggest that the absence of the other top men at a time when the momentum for East African political federation seemed to be building up, was not positive, or at least sent the wrong signal.
Efforts to get comments on the issue from local government officials, as well as those of the other EAC member countries didn't yield results, as phone calls and email messages went unanswered.
However, opinion was sharply divided among a cross section of people who volunteered their views.
And separately on the social forums, commentators wondered if the other EAC member states were sidelining Tanzania , as a silent demonstration of misgivings over its hard-line position toward formation of the envisaged federation. Last week, President Kikwete and Rwanda 's Paul Kagame skipped a regional heads of state summit in Bujumbura , Burundi , that was attended by the other three presidents.
They each sent junior-ranked representatives. The Speaker of National Assembly Ms Anne Makinda also skipped a parallel meeting of all regional Speakers and did not even send a representative.
But during the summit, Tanzania caused uneasiness, by boycotting the final signing event of the ministerial committee on two important protocols on the Political Integration and Defence Cooperation.
It was protesting over the inclusion of land and security matters in the two protocols. Even though the country finally endorsed the protocols the following day, it forced amendments that had first to be endorsed by the Presidents present.
Kigoma North MP Zitto Kabwe yesterday said he was apprehensive of the absence from the Uhuru fete of the four EAC Presidents. "Diplomatically it was not a good sign for Tanzania ....I believe it must have had something to do with the way we carried ourselves in Bujumbura ," said the Chadema MP and deputy leader of official opposition in Parliament.
According to the MP, Tanzania 's hard line stance on some of the regional issues may have not gone down well with the other countries. "You cannot rule out the possibility that they are not happy with the way we run our diplomacy.
Mr Samuel Sitta should come out and explain," said Mr Kabwe. He warned that Tanzania may be going the UK way over integration issues.
His position was shared by a distinguished political commentator, Prof Mwesiga Baregu of St. Augustine University , who observed that Tanzania portrayed a negative image in Burundi . "The miss on Friday may be just one sign of annoyance with us."
The prof who attended the Burundi meeting, said: "My worry is that the rest of EAC states look at Tanzania as the stumbling block and may begin to isolate it."
He said it was time the government decided to move on like the rest or ditch the whole integration plan, warning that the countries may take a decision similar to that of the EU where slow reformers were not allowed to hold others back.
But the University of Dar es Salaam 's Political Science and Public Administration Lecturer, Dr Benson Bana, said nothing much should be read into the matter. He said the mere fact that the neighbouring countries sent delegations showed that the spirit of the EAC was alive.
According to Dr Bana, President Museveni was in the country not long ago. He however admitted that the country may be sidelined by other EAC member states.
According to Dr Bana, Tanzania may not want to fast-track the political federation owing to its experience in the Union of the republic of Tanzania and the need to protect other national interests.

Hata hivyo tukiolake limesababisha gumzo kubwa miongoni mwa wamisri.

Tanganyika's forgotten heroes (and heroines)

By Karl Lyimo MARY IBRAHIM & MANY OTHERS Do you remember Mohammed Bouazizi? No? Perhaps you've never heard of him? No, I think you may've heard or read of him en passant, as you were mentally – aurally and/or visually – 'roaming' in a world that is fast becoming saturated with state-of-the-art information and communication technologies! Let me jog your memory somewhat! Tunisian Mohammed Bouazizi is described as “the young man who started the Revolution in Tunisia and Egypt” at the beginning of this year, a short 11 months ago! The 26-year old unemployed university graduate immolated himself, soaked in petrol on December 17, 2010, and died in hospital 19 days later. He did this out of utter frustration and total humiliation, after the local police in Sidi Bouzid confiscated his stock of fresh fruit and petty trading equipment – while a female police officer publicly slapped him in the face! Apparently, the young man had got sick and tired of shelling out bribes to greedy extortionist officials who knew he didn't have a trading permit... Now, where did I hear/see this before? In Tanzania's metropolises where municipal askaris do exactly that to 'uncooperative' petty (Machinga) traders. About 5,000 Tunisians, mostly jobless youths, turned up at Bouazizi's funeral in respectful sympathy – “but they were prevented from marching by the Tunisian secret police!” ['AndAnotherThing': Feb. 3, 2011; © 2011 Stanza Ltd.]. Now, where else did I see/hear of mass gatherings been arbitrarily banned...? Oh, in Tanzania, of course! But, that's another story... The story here today's about unsung heroes inside and outside Tanzania. Mohammed Bouazizi is one of the latter, a non-Tanzanian who set in motion a major revolutionary trend in the Middle East & Northern African countries (Mena} that continues to reverberate around the world. Before you could complete saying 'May Bouazizi's Soul Rest in Eternal Peace,' the Tunisian Government of President Zine al-Abidine Ben Ali had collapsed under the 'Jasmine Revolution,' inspired by the Bouazizi spirit. This is to say nothing of what went on in Egypt and Libya practically next-door... And what's going on in Yemen, Syria and Bahrain ad infinitum! It may be said the Mena populations are dissatisfied with their megalomaniac regimes and thieving leaderships which seek to perpetuate themselves and their ilk in power. That's why they move Heaven and Earth to put their offspring, kith and kin in power alongside themselves – and after them when they inevitably have to pay the Final Debt of Nature at the Altar of the Ultimate Sacrifice! Back to Tanganyika/Tanzania... Who are our unsung and otherwise forgotten heroes (and heroines)? Exactly who, for instance, discovered the precious gemstone 'tanzanite' which is unique to this country – and is mined in rustic Simanjiro, where cattle herds are more precious to the Maasai than gemstones? Who was Mary Ibrahim, whom we were told at school by our British teachers and administrators that she had pioneered the first private primary school in the Mtoni area of sprawling Dar es Salaam in the 1950s? Who was... sorry I've run out of editorial space... Cheers! [ israellyimo@yahoo.com |

Rwanda opposition journalist shot dead in Kampala
A Rwandan journalist critical of his country's President Paul Kagame has been shot dead in Kampala, a police spokesman said on Friday.
Charles Ingabire, editor of the online opposition publication Inyenyeri News, was gunned down at a bar close to Makerere University in Kampala in the early hours of Thursday by an unknown assailant, said Ibin Ssenkumbi, a spokesman for Kampala metropolitan police.
"We recovered five cartridges from the scene that we suspect belong to a sub-machine gun," Ssenkumbi told AFP.
Police had questioned a security guard and waitress from the bar and it seemed Ingabire had been drinking with an unknown man before he was shot, Ssenkumbi said.
The man had yet to be identified and it was too early to tell whether Ingabire's killing was linked to his work as a journalist, Ssenkumbi said.
"It's certainly tragic that a Rwandan citizen has been killed in Kampala," said Yolande Makolo, a spokeswoman for the Rwandan presidency.
"But to say the reason he was killed is that he was a journalist is misleading," she said. "He was not known to us and he was definitely not vocal or prominent."She conceded Ingabire "may have contributed to that blog (Inyenyeri)" but said police records showed he was better known as "the head of a micro-finance company arrested for embezzlement and convicted" and who subsequently escaped from jail in 2006.
Inyenyeri, a Kinyarwanda-language publication, is the official mouthpiece of the opposition Rwandan People's Party.A party official told AFP that Ingabire had fled Rwanda to Uganda several years ago for political reasons following his outspoken criticism of the regime and he had been attacked several times while in Kampala.
"We were concerned for his security and seeking to get him to Europe," John Karuranga, UK-based president of the Rwandan People's Party, told AFP.
Karuranga, who was in regular contact with Ingabire, said that he believed "100 percent" that journalist had been killed due to his criticism of the Rwandan government.
